Another candidate for drought conditions worth noting is Saturn which
establishes those prolonged/sustained weather patterns, though that
could mean dry or wet.
Another factor of note is to set up the National chart, in your case
the popular USA chart Declaration of Independence 4th July 1776 5:10
LT, and see where the transits are in connection with the overall
weather patterns. For instance at the moment Saturn is -90- to US
Pluto which astrometeorologically denotes a cold winter, which I think
will carry through to the end of February.
Mars -180- Jupiter around June/July will flirt again with US Pluto
(-90-), Pluto being the outlet for this t-square configuration. Pluto
being the extremist, with the humid and heat giving duo Mars and
Jupiter (these two together can also produce thundery conditions and
with Pluto energy is added to the turbulence) could stimulate severe
weather such as meso-scale thunderstorms and tornadic activity, though
this will be indispersed with fairly long dry spells.
For example in our (UK) superb summer of 1976, unprecedented for its
drought and heat.
Using the 1976 cansolar (Sidereal Sun in Cancer) in connection to the
1801 UK Union chart we have:
AS 90° to UK Mars (exact) (heat)
Jupiter 90° to UK Saturn (heat & drought)
Saturn 0° to UK Jupiter (drought & heat)
If we add in the midpoint contacts.
Cansolar midpoints to 1801 chart (90° dial orb 1°)
Jupiter=Asc/Mc= to UK Sun (heat)
Sun/Moon=to UK Saturn (heat & drought)
Uranus=Saturn=Sun/Asc=to UK Jupiter (drought & heat)
Jupiter=Mars/Asc=to UK Saturn (heat & drought)
Mars/Asc 28° Virgo= to UK Uranian point "extremes of heat or cold" 29°
Pisces
Sun/Mars=to UK Mars (heat)
If we convert the cansolar chart into the 64th harmonic we find that
the ascendant becomes Leo (heat) with the MC falling in Aries another
heat giving sign. The heat giving planets, Mars (Leo) and Jupiter
aspect the MC with the drought planet Saturn directly opposite the Leo
ruled ascendant.
Another interesting point is that the 64th harmonic Leo ascendant at
11°51' is nearly exactly conjunct cansolar Mars at 11°35', a very
appropriate signal for a summer with endless sunshine and record heat.

Looking at the main rulerships we have Saturn, Mars/Pluto ruling the
ascendant and meridian, with Venus ruling the lower meridian (IC).
The decanate rulers, which I feel play an important part, are Mercury
(AS), the Moon (M) and Saturn (I).
Now we find that Saturn is strong as a main and also a decanate ruler
so I shall concentrate on this particular planet.
Saturn generally denotes long periods of either settled or unsettled
weather, with Mars -180- Saturn this disturbs the atmospheric
conditions to an extant where we find that cyclonic activity will be
greatly enhanced producing unsettled weather.
Saturn is cold whilst Mars is hot so the two extremes oppose each
other, this is similiar to the two air masses that are always in
conflict with each other and thereby generate our weather fronts, so
expect unsettled or very unsettled weather with temperatures a little
below normal.
Another alternative:
Now we find that Saturn is strong as a main and also a decanate ruler
so I shall concentrate on this particular planet.
Both Mars and Saturn form a t-square to Neptune with Venus -120-
Neptune, Venus the IC (our locality) ruler is also -135- (wide) the
important A/M midpoint, the uranian planet Vulcanus (power) is -180-
the A/M point, this tells us that rainfall could be excessive with a
potential threat of flooding, Venus and Neptune being the two wettest
planets in astrometeorology along with Jupiter and the Moon. The Moon
being -45- from the ascendant.
Last Sun Ingress converted to the 9th Harmonic chart with sunrise chart.
Generally any sunrise angular strikes (8th series with 2° orb) to the last Solar ingress (9th H)
Mars, Jupiter, Uranus, Neptune and Pluto, will infer a particular weather note, such as Uranus denoting cold spells involving snow, Saturn all types of bad or severe weather, Neptune strange weather and also wet, Jupiter definitely wet and Mars hot/humid and possibly thundery even violent conditions.

Vulcanus - Great Storm 1987 and the solar ingress 9th harmonic.
Admetos is associated with stillness/rotation or circulation, bit like a spinning-top, so its correlation to storms/gales is not an exact one, tornadic activity seems more suited to Admetos' character.
The other tnp's more true to storm complexes are Hades and certainly Vulcanus, which refers to Great power.
For instance, in the Great Storm of 16th October 1987 which devastated a large section of SE England.
Sunrise chart:
Mercury (wind) at 18° Libra is exactly -180- Admetos 18° Aries (...circulation), in the UK 1801 chart Mars is at 19° Aries, so the potential is already seen in the sunrise chart for some stirrings in the atmosphere.
If we look to the last sidereal solar ingress in Virgo we find Mercury (4th house) -90- Vulcanus (2° orb), if we convert the solar ingress to the 9th harmonic we find that the sunrise chart for the 16th October has SO/AS 27° Virgo which is exactly -180- Vulcanus (9th H.) with the sunrise MC 5° Cancer exactly -0- Neptune opposite Saturn (both 9th H.)

Again we see the thundery combination of Mars and Jupiter very much involved, with the Uranus midpoints being particularily interesting. Uranus an electrical planet with obvious connections to lightning.
